About the Position
- We are searching for 1 permanent Procurement Analyst supporting our Contract and Procurmenet Services team.
- This position is unionized and part of the CUPE 1816 Bargaining Unit. This position is paid at hourly rates and receives wage increases in accordance with the Collective Agreement. The wage for this position is: $5,593 - $6,514 per month.
Job Summary
Under the general supervision of the Manager, Procurement, the Procurement Analyst supports the procurement function by analyzing spend data, monitoring supplier performance, and supporting sourcing activities to ensure cost-effective, efficient, and compliant procurement operations. The Procurement Analyst provides data-driven insights, upholding procurement processes and policy, and administration of the procurement cycle processes through the effective control of the pre-qualification stage, bid evaluation process, to recommendation of award, expediting, inspection, delivery and close-out.
Job Duties
1) Procurement Services:
-Collaborating with internal stakeholders to understand business needs and assisting them in identifying suitable procurement solutions.
-Analyzing spending data, supplier performance, risk assessment, and market trends to identify cost-saving opportunities and support sourcing decisions.
-Facilitate procurement strategies, vendor evaluations, drafting and reviewing related documents, scheduling meetings, ensuring due diligence checks, and coordinating with potential third parties during such initiatives.
-Processing purchase orders in the procurement system in accordance with company policies.
-Tracking key dates, deliverables, renewals, and other information related to contract lifecycle management.
-Supporting vendor onboarding, performance monitoring, and issue resolution in alignment with service level agreements.
-Advising if procurement processes are in compliance with internal policies, procurement frameworks, and relevant regulatory requirements.
-Assessing and mitigating procurement-related risks.
2) Administration:
-Maintaining accurate records and ensuring data integrity across vendor and contract files.
-Supporting business units in entering and maintaining accurate data.
-Maintaining organization-wide contract library by filing new contracts and related documents, as well as monitoring upcoming expiring contracts for renewal and/or termination.
-Preparing and presenting technical information in a clear and concise manner, both verbally and in writing, to audiences with varying levels of understanding.
-Preparing reports, as requested, and assists in making recommendations to various business units during the contract and/or sourcing processes.
3) General Department Support:
-Applying standard procurement principles, policies, and best practices.
-Maintaining up-to-date knowledge of policies, procedures, regulations, and associated electronic tools through continuous learning initiatives.
-On a one-to-one basis, supporting new employees by demonstrating the execution of specific tasks and duties, and sharing knowledge and experience on request.
-Performing other assigned duties related to the provision of procurement services which do not affect the rating of the job.
Qualifications:
- 2-year Diploma in Business, or equivalent supplemented by a Supply Chain Management Professional (SCMP) designation, or procurement equivalent.
- Knowledgeable and experienced in procurement processes, governance, and best practices
- 5 years of related experience in procurement, sourcing, or supply chain operations including:
o Lead and manage end-to-end procurement competitions (e.g., RFP, ITT, DA, EOI, NOI, etc.) and contract processes.
o Experience with procurement systems (e.g., BC Bids, Bids and Tenders, Merx, etc.); and,
o Experience with contract management systems (e.g., Ariba, Oracle Peoplesoft, Workday, etc.).
- Up to date understanding of regulatory, compliance, Personal Information Protection Act (PIPA), and legal aspect of vendor contracting.
- Excellent technical writing skills.
- Advanced proficiency in Word and Excel; strong proficiency in Power Point and Outlook
- Strong analytical and data interpretation skills.
- Strong customer service and diplomacy skills
- Strong communication, analytical and presentation skills.
