Associate Director – Medical & Integrated Youth Services

Terrace and District Community Services (TDCSS)

Primary Location: Foundry Terrace

Job Summary

The Associate Director – Medical & Integrated Youth Services provides executive-level leadership, clinical oversight, and full operational management of Foundry Terrace.

Foundry Terrace is an integrated youth services centre serving youth ages 12–24 through a collaborative, wrap-around model including primary care, nursing, counselling, substance use services, peer support, work and education support, and cultural services.

The Associate Director is responsible for the overall performance, strategic development, clinical integrity, financial management, and daily operations of the centre. This role ensures seamless integration of medical and psychosocial services, adherence to Foundry BC standards, compliance with regulatory and contractual requirements, and achievement of organizational objectives.

The Associate Director reports to the Executive Director/COO (as applicable) and is a member of the TDCSS Leadership Team.

This is a non-union, excluded management position.

Direct Reports

The Associate Director provides supervision and operational oversight for:

- Medical Office Assistant (MOA)
- Clinical Lead
- Walk-In Counsellor(s)
- Peer Support Supervisor
- Work & Education Coordinator
- Nursing staff (if applicable)
- Medical administrative staff

The Associate Director may also provide liaison oversight to physicians and nurse practitioners operating within the Foundry model.

Key Areas of Responsibility

Centre Operations & Site Leadership

- Provide full operational oversight of Foundry Terrace.
- Ensure coordinated, integrated service delivery across all program streams.
- Oversee daily operations including scheduling, staffing coverage, intake flow, risk management, and service capacity.
- Ensure facilities management, infection prevention, privacy compliance, and health & safety standards are met.
- Create a culture of collaboration, accountability, and youth-centered service delivery.
- Serve as site lead and senior decision-maker for the centre.

Medical Services & Clinical Oversight

- Ensure safe, ethical, and evidence-informed delivery of primary care services.
- Oversee medical policies, procedures, and clinical documentation standards.




- Ensure compliance with regulatory bodies and professional practice standards.
- Participate in clinical risk reviews and critical incident management.
- Support interdisciplinary case collaboration and integrated care planning.
- Ensure trauma-informed, culturally safe, and youth-centered practice.

Supervision & Human Resources Management

- Provide direct supervision, coaching, and performance management to leadership and program staff.
- Support the Clinical Lead in ensuring counselling standards and best practices are upheld.
- Oversee workforce planning, recruitment, onboarding, and retention strategies.
- Ensure adherence to the Collective Agreement where applicable.
- Manage employee relations, progressive discipline, and performance improvement processes.
- Promote a psychologically safe and inclusive workplace.

Strategic & Organizational Development

- Contribute to organizational strategic planning.
- Identify service gaps and opportunities for program growth.
- Strengthen partnerships with community agencies, Indigenous partners, schools, and health providers.
- Represent Foundry Terrace at community and provincial tables.
- Align site operations with Foundry BC provincial standards and priorities.

Contract & Compliance Management

- Maintain comprehensive understanding of funding agreements and service deliverables.
- Ensure compliance with funder requirements, provincial Foundry standards, and TDCSS policies.
- Oversee data reporting, outcome measurement, and performance reporting.
- Participate in audits and quality reviews.

Financial Management

- Develop and manage the Foundry Terrace operating budget.
- Monitor expenditures and revenues to ensure fiscal responsibility.
- Analyze and address financial variances.
- Identify cost efficiencies and sustainable resource allocation strategies.
- Support funding proposals and financial planning for service expansion.

Quality Assurance & Risk Management





- Establish and monitor key performance indicators for all service areas.
- Lead quality improvement initiatives across medical and psychosocial services.
- Ensure incident reporting and risk mitigation processes are implemented.
- Monitor service utilization trends and adjust operations accordingly.
- Ensure confidentiality and privacy standards are strictly upheld.

Professional Development

- Maintain current knowledge of youth health trends, integrated care models, and community-based service innovation.
- Support ongoing career development for all program staff.
- Participate in leadership development and sector engagement activities.

Hours

35 hours per week – Full Time
Flexible schedule required (Days, Evenings, and occasional Weekends)

Salary

Salary Range: $87,000 – $127,000 annually
(Commensurate with education and leadership experience)

Qualifications

- Master's degree in health administration, Nursing, Social Work, Public Health, or related discipline preferred.
- Registration with applicable professional regulatory body (if applicable).
- Minimum 5 years progressive leadership experience in healthcare, mental health, or integrated community services.
- Demonstrated experience managing multidisciplinary teams.
- Strong financial management and budget oversight experience.
- Experience in contract management and regulatory compliance.
- Strong understanding of youth-centered, trauma-informed practice.
- Demonstrated ability to manage complex operations in a high-demand environment.
- Ability to act decisively in crisis situations.
- Strong written and verbal communication skills.
- Proficiency in Microsoft Office and electronic medical record systems.
- Successful Criminal Record Check.
- Unrestricted Class 5 BC Driver’s License.

Pay: $87,000.00-$127,000.00 per year
