The Office of the Auditor General of Canada (OAG) serves Parliament by providing it with objective, fact-based information and expert advice on government programs and activities, gathered through audits. Parliamentarians use OAG reports to oversee government activities and hold the federal government to account for its handling of public funds.







The work the Office does is called legislative auditing. The Auditor General of Canada carries out work on behalf of Parliament, and is accountable to Parliament. Parliament is Canada’s federal legislature.

The Auditor General of Canada is an Officer of Parliament appointed for a non-renewable 10 year term upon resolution of the House of Commons and Senate. His/her responsibilities include:

auditing operations of the federal and territorial governments;

providing Parliament and the legislative assemblies with independent information, assurance, and advice regarding the stewardship of public funds.

The Auditor General’s powers and responsibilities are set forth in the Auditor General Act, the Financial Administration Act and a number of other statutes passed by Parliament.

Education and Experience
EDUCATION

A degree from a recognized university, preferably with a specialization in accounting; and

The candidate should be a qualified and highly experienced chartered professional accountant and auditor

EXPERIENCE

Leadership and management experience, at the senior executive level, in private or public sector organizations;

Experience auditing various organizations;

Experience in human resources management and talent management including fostering an inclusive, agile, skilled and engaged workforce;

Experience in leading strategic management, organizational change, particularly in circumstances where transformative initiatives are underway, and implementing modern corporate governance principles and best practices.

Experience in building successful stakeholder relationships including with senior executives.

Knowledge, Skills and Abilities
Knowledge

Good understanding of the role, responsibilities and policies of the Office of the Auditor General and its relationship with Parliament and Government;

Good understanding of the Canadian Parliamentary system, how Government operates, the roles and responsibilities of Deputy Heads, and the management environment within the Public Service;

Knowledge of current international developments within the accounting and auditing fields, including: International Financial Reporting Standards (IFRS), and Canadian Auditing Standards (CASs) and the implications on governments and Crown Corporations; and, the experience of other jurisdictions with practices such as accrual-based appropriations and environmental auditing;

Good understanding of the legal framework governing financial management in the federal government, including the role of the Financial Administration Act and Parliamentary appropriations;

An appreciation of the actions taken by the Government of Canada to strengthen the management framework and the implications for financial management.

Abilities

Ability to work constructively and collegially with multiple stakeholders, such as Canadians, Parliamentarians and the Public Service;

Ability to understand and respond strategically and reasonably to complex situations and competing interests;

Ability to identify, analyze, propose and execute long-term strategies as well as anticipate the short- and long-term implications;

Ability to communicate effectively, in writing and orally including treating sensitive subject matter with media and Parliamentary Committees;

Ability to effect and manage change at a national level.

Language Requirements
Proficiency in both official languages (as set out in the Language Skills Act).

Eligibility Factors and Conditions of Employment
Appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout their appointment as a term and condition of employment. The guidelines are available on the Governor in Council Appointments website under the Forms and reference material.

All appointees are subject to the Conflicts of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics within 60 days of appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities. Appointees must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity, to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles in a positive and active manner.

The Language Skills Act requires that upon appointment, the Auditor General of Canada must be able to speak and understand clearly both official languages.

Headquarters are located in the National Capital Region (NCR) therefore the successful candidate must reside or be willing to relocate to the NCR or to a location within a reasonable commuting distance.

The successful candidate must be willing to travel as required across Canada and abroad.
