Background for Opportunity



We are seeking a senior qualified individual to act as Data and Document Migration (DDM) Business Analyst for our client the BC Financial Services Authority (BCFSA). BCFSA is a Vancouver Crown Regulatory Agency that regulates the financial services industries in British Columbia, including credit unions, trust and insurance companies, pension plans, mortgage brokers, and the Credit Union Deposit Insurance Corporation. Its mandate is to protect the public against the insolvency of financial institutions, prevent improper market conduct in the financial services sectors, provide deposit insurance for members of BC credit unions and ensure the solvency of pension funds.



Current Situation





BCFSA is currently in the process of procuring a single, prime Service Provider to implement an enterprise class Core Regulatory Suite (CRS) to support BCFSA in executing its regulatory mandatory. The CRS will include the provision of a hosted solution, application, maintenance and continuous improvement of the application and transition to service delivery and ongoing operations.



The Core Regulatory Suite must be implemented on an application platform that provides user friendly configuration and customization capabilities for future changes by BCFSA staff



OPERATIONAL CAPACITY



BCFSA is currently engaged in multiple transformational Programs. The Senior Business Analyst resource will be assigned to multiple projects under the direction of the Director, CRS Business Solutions. The Senior Business Analyst will support ongoing operations, solution delivery and transformation project activities.



Work Location



BCFSA is currently operating with most employees and contractors working remotely. The work location is at 2800 - 555 West Hastings Street in Vancouver, British Columbia or such other location as may be specifically approved by BCFSA in writing from time to time. BCFSA will provide to the Contractor such access to the Systems necessary for performance of the Services.



Service Requirements



Working collaboratively with the BCFSA Solution Design and Delivery team, business stakeholders and project team, the Senior Business Analyst’s services will specifically include, but not be limited to, the following:



- Plan and scope the business analysis work. Identify stakeholders, plan, and lead engagements to gather information to perform business capability analysis for data and document migration

- Facilitate information gathering sessions and workshops to perform data, documentation and business process analysis to develop business requirements, use cases and data and document mappings for data and document migration from Legacy systems to the new systems

- Collaborate with a large vendor that is implementing the system and working closely and iteratively with the client

- Provide information to the vendor on specific business systems. Participate in systems configuration, report development, cutover planning, issues and risk resolution, as required

- Support the solution development by ensuring the solution meets the business needs stated in the objectives and business requirements

- Support the solution design by providing clarification on requirements

- Assist in translating requirements and use cases into test cases and conditions and expected results for product, performance and user acceptance testing; working with the CRS Quality Assurance Test Lead and the Data and Document Migration Quality Assurance Test Lead

- Collaborate in testing the solution to validate the solution meets the business needs.



Contract length: 24 months



Expected start date: 2021-12-13



Job Type: Contract



Salary: Up to $100.00 per hour

Experience:



- as Senior BA leading facilitation: 3 years (required)

- use cases and data mapping for migration projects: 2 years (required)

- out-of-the-box applications e.g CRM or enterprise solutions: 2 years (required)

- MS Dynamics 365 or Power Apps: 1 year (required)

- Azure DevOps or Team Foundation Server: 1 year (required)

- business req. for DATA migration eg. ETL process: 2 years (required)

- business req. DOCUMENT migration eg. SharePoint, Word: 3 years (required)
