The Manitoba Advocate for Children and Youth is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocate’s statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under The Advocate for Children and Youth Act . - Degree in social work or other relevant field appropriate to the position with previous experience in a service field that provided direct service to children, youth, or young adults, or an equivalent combination of education and experience.

- Registered as a Social Worker with the Manitoba College of Social Workers or eligible to be registered as a Social Worker; equivalent education, experience, and eligibility for registration with a regulatory body, if available, will be considered.

- Extensive knowledge and understanding of provincial child- and youth-serving public systems, including services/systems such as child and family, youth justice, addictions, disabilities, mental health, education, and victim support, including associated regulations and standards.

- Experience as a passionate advocate for children, youth, and young adults with a proven ability to engage young people from diverse backgrounds in a manner consistent with ethical and meaningful youth engagement.

- Strong communication skills, verbal and written, particularly when communicating with families and community members.

- Working knowledge and understanding of the lives of Indigenous peoples and the aims and objectives of Indigenous communities, as well as other diverse cultures with respect to the provision of culturally appropriate services.

- Valid Manitoba driver’s license, access to a vehicle, ability and willingness to travel throughout Manitoba, including to rural and remote locations for several days at a time, as required.

- Familiarity with the articles of the United Nations Convention on the Rights of the Child; familiarity with the rights of children and youth.

Duties



Under the direction and supervision of the Program Manager, Advocacy Services and Youth Engagement, the incumbent is responsible for leading the Advocate’s efforts to reach out and engage youth throughout Manitoba in order to promote the work of the office, educate youth about their right to support under the Advocate for Children and Youth Act , and to assist the office in ensuring its activities and efforts respond to the unique and changing needs of children and youth. The incumbent will coordinate the Youth Ambassador Advisory Squad (YAAS!).The incumbent will be required to conduct ongoing needs determination and risk assessments of youth participating in any activities or projects undertaken by the incumbent and will be expected to provide initial intake and support to youth who require support or advocacy. The incumbent will facilitate regular meetings of the ambassador team and provide recommendations to the staff and management of MACY to ensure meaningful youth engagement in the work of MACY. The incumbent will take a lead role in providing one-on-one support to the members of the youth engagement team. The incumbent will be responsible for initiating, developing and maintaining relationships with community-based organizations for educating the public about the office. The incumbent is also responsible for facilitating systemic projects and special reports, which align with the work and philosophy of the office. The incumbent will lead delegations of youth to present their findings and recommendations to relevant government ministers, deputy ministers, and other executives, and to the public. In addition, the incumbent will take a lead role in designing and producing public education materials for children, youth, and young adults, which explain the role and function of the Manitoba Advocate, as well as the rights of youth. Additional duties include delivering public presentations and participation in stakeholder events.
