Purpose:

Reporting to the Manager of Financial Operations, this position will support management by leading the accounts payable team in ensuring compliance with the Purchasing by-law, tax regulations, and internal financial controls. The position will lead and coordinate implementation of business processes to support continual improvement of existing financial internal controls.



Preferred Background:

The successful candidate must possess post-secondary education in Accounting or Finance, as well as a minimum of three to five (3-5) years’ experience in an accounts payable environment. A Chartered Professional Accountant (CPA) designation or CPA student is an asset/preferred. Technical knowledge of accounts payable functions is required, as well as knowledge of generally accepted accounting principles (GAAP). The candidate must possess strong leadership skills as well as excellent communication and problem solving skills in order to effectively build support and collaboration with internal staff. Strong analytical, project management, and organizational skills are required and the candidate must be detail oriented.



Experience with SAP and automated vendor invoice processing is an asset. Please indicate clearly on your resume/cover letter any relevant experience in this area as this position will lead the implementation of enhancements to the SAP Accounts Payable (AP) module with consideration to business process financial system control improvements.



Working Conditions:

The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment.



Duties:





- Responsible for the payment of all goods and services purchased by the Regional Municipality of Halton and Halton Community Housing Corporation in a timely manner, in accordance with Regional by-laws, Canada Revenue Agency (CRA), Public Sector Accounting Standards and internal financial controls (vendor invoices, purchase cards, employee expense reimbursement, cheque requisitions, management of vendor master file etc.).

- Ensure all financial transactions have the appropriate authorizations, general ledger account distribution and tax calculations.

- Lead a team of four AP Clerks and two Accounting Clerks.

- Lead system based projects and enhancements related to AP functions.

- Provide training to users of SAP and RBC banking.

- Review and approve monthly general ledger reconciliations and exception reporting.

- Reconcile vendor statements by analyzing transactions and researching discrepancies (including purchase card transactions and vendor invoice uploads).

- Review and approve journal entries (i.e. year-end vendor accruals).

- Assist Regional staff, vendors, internal and external auditors with financial inquiries.

- Assist with a variety of accounting tasks within Finance.

- Perform other duties as assigned.
