The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

Corporate Strategic Services (CSS) plays a critical role in supporting the entire organization. Comprised of Corporate Communications and Stakeholder Relations, Policy and Information, Privacy and Access Services, Sourcing and Vendor Performance, Strategy & Business Transformation and the Project Management Office, CSS is driven by customer-service and taking action to advise, consult and support each business area throughout the LDB.
The CSS team is comprised of approximately 40 staff. What brings CSS together as a team is the ability to work together to support both the operational areas of the business and other support areas (e.g. Corporate Operations, Finance, Human Resources, Information Technology). The group has a strategic lens with a focus on ensuring the organization aligns and complies with corporate priorities, policies, legislation, best practices, and government mandate.
Reporting to the Category Manager, Sourcing and Vendor Performance (SVP), the Buyer consults with and advises various Department Managers and staff concerning the procurement and on-going support of LDB procurement needs. This position is responsible to provide advice, direction and guidance to stakeholders regarding procurement processes and policies of goods & services.
This position is responsible for coordinating the key activities associated with requisition and procurement of pre-defined services, parts, components and equipment driven by user departments within the LDB and includes drafting for approvals, Direct Awards, RFIs, RFPs, RFQ’s. This position works closely with the Category Manager in all aspects of Category management including spend analysis and management. The buyer assists in driving continuous improvement across the organization.
The Buyer is responsible for the administration of the vendor management program including keeping real-time and accurate data files on the portfolio of vendors (i.e. hardware, software and service suppliers). The Buyer is responsible for scheduling vendor performance reviews and collecting and populating data for vendor monthly balanced scorecard reporting.

Education and Experience:
Degree or diploma in Business Administration (BA), procurement/contract management (i.e., PCMP), financial management or related field and a minimum of 1 year of recent related experience*.
A combination of education, training and experience may be considered, i.e., 2 years of recent, related experience* with formal course work and/or certifications related to procurement/contract management.
- Recent, related experience must have occurred in last 5 years and must include the following:
Experience in the full procurement life cycle.
Experience in solicitation document and/ or contract document drafting.
Experience using ERP systems (i.e. JDE, SAP, Oracle, etc.), preferred.
