The IT Analyst II - Business Systems is a key member of the Business System Support team that is responsible for providing leadership, direction & technical expertise to functional teams within the Contracting, Procurement & Supply Management (CPSM) dept. This position works as a super user & subject matter expert for CPSM Ops & will participate in a wide range of projects and initiatives. Works with a high degree of independence within a team, is directly responsible for resolving complex technical problems & finding advanced solutions to customer needs, focuses on designing & delivering solutions involving multiple business areas, interfacing with other technology, enterprise risk, advanced technology,
or escalated issues; ensures reliable operations of information systems, resolves escalated technical problems, finds solutions that fit both technical requirements & business needs & leads projects. Oversee overall application design & make recommendations for future requirements, system optimization & best practices. Design & implement new functionality & processes/procedures with emphasis on maximizing effectiveness while meeting the needs of the business. Investigate & report on the feasibility of enhancements to the existing applications. Demonstrate strong investigative & problem solving skills. Draw on technical & practical skills to ensure efficient & effective use of all CPSM systems. Provide ongoing production support for functionality and reporting capabilities and identify the cause of escalated or more complex issues as they arise. Perform and coordinate testing activities. Recognize critical production & client-facing issues and prioritize them. Focus on accomplishing key objectives/outcomes by improving performance. Participate in organizational change management, communication & training activities. Effectively relate to various level of organization.
As an IT Analyst II, you will provide technical support related to information technology applications either directly to users of the systems or to service delivery functions. You will ensure reliable operations of information systems, resolve complex technical problems, find solutions to customer needs, and lead projects and program initiatives. You will be responsible for more advanced application, telecom or technology support duties. You will investigate, diagnose, and resolve complex problems that have typically been escalated several levels before assignment to this position, and will translate business requirements into technical requirements for a solution and recommend a potential approach to the vendor. You will analyse the solution provided to ensure that it fits both technical requirements and business needs. You will also spend time on project or initiative leadership and delivery.

Completion of bachelor's degree in Computer Science or Information Technology or equivalent.
Additional Required Qualifications:
5 years of related professional experience. 5 years of experience in design and development of data systems and services focusing on scalability, high performance and optimization. Advanced knowledge of Microsoft Office suite, particularly Access, Excel and VBA or .NET technologies. Experience in data mining, query development and multi-system data integration. Experience with SQL and/or various relational database concepts and languages using SQL Server or other data platforms. Project Management experience. Strong understanding of database design. Extensive people management experience: leadership, communication, negotiation, problem solving, self-reliance, and performance management. Ability to establish and maintain harmonious working relationships with co-workers and staff, and to work effectively in a professional team environment. Excellent written and oral communication skills. Advanced requirements gathering, problem solving, and investigative skills. Willingness to learn and adapt easily to change in the workplace. Ability to explain technical concepts.
