In conjunction with the Manager, Business Office, the Assistant Manager, Payroll is currently seeking a Payroll Clerk. The purpose of the position is to provide support to the Assistant Manager and Payroll Specialists by assisting with payroll transactional support services including the processing of detailed and accurate employee benefits, deductions, attendance and budget allocations for a psychiatric hospital (e.g. pay, benefits, attendance, and separation calculations) consistent with payroll policies, procedures and best practices. To provide administrative and resource services for managers on payroll related issues.
Assists in the preparation and processing of biweekly payroll by reviewing and ensuring accuracy of biweekly-approved time sheets and input documents from Human Resources (e.g. new hires, transfers, leaves of absences, etc.).
Assists in the research and resolution of coding and payroll discrepancies as applicable through a variety of prepared reports.
Utilizes a variety of software packages, prepares a variety of forms and routine correspondence (e.g. Service Canada Record of Employment, confirmation letters, requests for information, etc.).
Ensures the ongoing maintenance and accuracy of data and maintains a variety of filing systems (e.g. computerized records/bring forward systems and control files) in order to track payroll transactions, follow up on issues, and compile data for various reports.
Confirms system calculations by performing calculations to determine maternity/parental leave top ups, retroactive salary revisions, and merit increases.
Performs all work at all times in compliance with all hospital policies and procedures and legislation (Occupational Health &Safety; Act, Fire Code, WHMIS, etc.) relevant to health and safety, security (including relational/therapeutic security) and potential risk hazards, and in particular, “duties of the worker” as defined in Section 28 of the OH&S; Act.
Other duties as assigned
Payroll Compliance Practitioners (PCPs) designations with 1-2 years relevant experience is preferred.
Recent and related experience in a similar position, preferably in a unionized hospital environment with knowledge of pay and benefits-related sections of the collective agreements, hospital payroll and records administrative policies, procedures and directives required for the use of computerized and manual systems.
Knowledge of legislated statutory deductions and benefits related to Employment Standards Act, Canada Pension Plan, Employment Insurance Act, and collective agreements to perform specialized tasks and provide advice to managers and employees on benefit premiums, deductions and to clarify policies, directives and guidelines (e.g. new hires, attendance, contract extensions, terminations, special assignments, etc.) related to payroll and attendance transactions
Strong experience with computer software programs such as Microsoft Outlook, Excel, Word, and other software programs to input, update records, analyze discrepancies and produce reports; experience with QHR an asset
