Transportation Services Division's Cycling and Pedestrian Projects Unit is seeking a Project Lead to manage the Missing Sidewalks Program. Sidewalks are a critical piece of transportation infrastructure which provide accessibility and safety for all,

including the most vulnerable road users. The Missing Sidewalk Link Program focuses on ensuring all roadway construction includes sidewalk installations and accessibility upgrades, where needed.

As the Project Lead, you will report directly to the Manager of the Cycling and Pedestrian Projects Unit. You will be responsible for the coordination, consultation, preliminary design, detailed design review and delivery of the Citywide Missing Sidewalks Program. Other tasks will include the review of accessibility designs and guidance within the transportation right-of-way, design and development of guidance for existing sidewalks and complex complete street capital improvement designs.

You will help to shape the future of Toronto's streets with a focus on safety, comfort and active transportation. You will work across the Division, with external partners and the public at the forefront of design, implementation and process innovation. This position will include the following primary responsibilities:

Undertakes preliminary design, site investigations/reviews, oversight and reporting of the annual Missing Sidewalks program.

Supports the preliminary design and delivery of Complete Streets capital projects.

Coordinates with and provides direction to delivery groups on detailed design and delivery of sidewalk and Complete Street capital projects.

Ensures effective engagement, consultation and issues resolution with other Transportation Services units, other City divisions, TTC, elected officials, BIA's, utility companies, the public and other relevant stakeholders.

Administers and monitors assigned budgets, ensuring expenditures are controlled and maintained within approved budget limitations.

Identifies and reviews capital plans, and coordinates input into the Capital Works Program.

Provides guidance and direction on accessibility related designs and issues within the transportation right-of-way.

Develops creative solutions to design and implementation challenges and demonstrates problem solving through research into various tools, standards, guidelines and practices, ensuring that such research takes into account developments within the field, corporate policies and practices, and legislation.

Represents the unit/division at meetings for large-scale, complex initiatives that impact the division.

Assists in the preparation of RFP's, RFQ's and tender documents; provides guidance on site during construction, as required.

Prepares responses, reports and correspondence on behalf of the manager.

Assists in the development of guidelines, policies, standards and processes.

Maintains relations with councillors, public, consultants, government agencies, developers, suppliers and contractors and formulates sound recommendations regarding such additions or alterations during design and construction phases.

Key Qualifications:

Post-secondary education in engineering, planning or a discipline pertinent to the job function or equivalent combination of education and experience.

Design experience in complex municipal infrastructure including roads and sidewalks.

Experience as a fully accountable project leader handling multiple and diverse projects and priorities in a detail and deadline oriented environment.

Experience in managing budgets and capital delivery.

Experience conducting site visits to assess the feasibility of proposed infrastructure including assessing slope, grade and other design elements and identifying utility and work zone conflicts.

Experience with sustainable transportation issues and the application of municipal, provincial and national standards and guidelines related to urban traffic, roads, road safety, underground infrastructure, and other utilities.

Proficiency utilizing a variety of computerized systems including MS Office (i.e., Word, Excel, Access and PowerPoint).

Strong problem solving, project coordination skills and the ability to exercise independent judgement in dealing with technical matters and initiating creative solutions.

Excellent report writing, communication (oral and written), presentation and conflict resolution skills. Proven track record of solid internal and external relationships and strong leadership capacity.

Knowledge of various legislation, including interpreting and applying the Accessibility for Ontarians with Disabilities Act (AODA) and the Integrated Accessibility Standards Regulation (IASR).

Proficiency with using ESRI ArcGIS software would be considered an asset

Knowledge using one or some of AutoCAD, Civil 3D, Microstation or InRoads and application of AutoTurn in developing functional geometric designs would be considered an asset.
