The Business Analyst & Administrator is responsible for providing complex requirements gathering and analysis for new and ongoing case management solution and other technology projects in the Professional Regulation Division (“PRD”), in particular, in relation to PRD’s case management system, the Integrated Regulatory Information System (“IRIS”). This includes having an in-depth understanding of the workflow and business processes followed by all departments in PRD; providing leadership to PRD regarding business process analysis, redesign and optimization; formulation of recommendations regarding feasibility,
acquisition and/or development of business systems; consultation and implementation of system changes and new applications solutions; and overseeing technology training requirements. The Business Analyst & Administrator facilitates project execution, manages competing priorities and applies a high degree of professionalism in managing stakeholders and their expectations.
A university degree in Computer Science, Engineering (Computer, Systems) or a related discipline, or relevant employment related experience, coupled with ongoing education in project management, business processes, case management and reporting structures and information systems solutions.
Minimum 5 to 7 years progressive experience analyzing business needs and delivering value added solutions, using project management techniques.
In-depth knowledge of and experience in project management (planning, implementation, measurement) under conditions of rapid change, supporting a diverse user community.
Strong interpersonal skills related to needs identification, business process consultation, solution selling and relationship management at all levels of the organization.
Strong verbal and written communication skills to facilitate meetings, resource coordination and documentation.
Strong understanding of business unit processes, workflows and management control structures.
Strong understanding of performance measures, cost/benefit analysis and ROI.
Knowledge of and experience with development of e-learning training modules and written training materials.
Speaks in a clear, articulate manner, using audience-appropriate language and terminology, for individual and/or group situations.
Develops and applies complex information.
In-depth knowledge of and experience in Microsoft Office, MS Outlook and MS SharePoint platforms and leveraging these technologies to meet business unit needs.
Understanding of template management and user security and permissions.
Sound knowledge of configuring event-driven rules/requirements by defining condition(s) required to implement system actions to meet business needs.
Client / Customer Service Planning
In conjunction with the Team Manager & Sr. Java Programmer, Case & Data Management (“Team Manager”), other Case & Data Management staff and management and staff in other PRD departments and Law Society divisions, facilitates the continued development, implementation and integration of the information needs and case management solutions of PRD, as well as the development of change management strategies and the implementation of change.
Consults with client department staff and managers to quantify end-user needs, articulate business process requirements, and gain agreement regarding best-practice systems solutions.
Client / Customer Service Delivery
In conjunction with the Team Manager and other Case & Data Management staff, provides timely, effective, integrated information systems solutions to meet the business and process needs of PRD departments and other Law Society departments with staff who work in IRIS.
Consults with client department representatives to identify end-user needs and to articulate business process requirements with respect to IRIS and to gain agreement regarding efficient and cost-effective systems solutions.
Assesses needs and makes recommendations, based on those needs and an understanding of PRD’s business processes, with respect to proposed new features or changes to existing features in IRIS.
Translates business system design and requirements into functional specifications suitable for development.
Analyzes configuration options to implement functional change requests, including configuration of business rules and logic, determines the most appropriate implementation and performs IRIS application configuration changes as required.
Works with the Case & Data Management team to ensure that development meets the needs of the business users and provides support to the development and business units throughout the life cycle of a project.
Prepares training documentation and curriculum with respect to case and business administration changes and oversees the delivery of training to end users.
Provides regular reports to the Team Manager regarding the status of assigned projects and initiatives.
Researches, quantifies and develops business cases for cost-effective systems solutions in keeping with case management needs.
Remains abreast of new products and tools via technical journals, internet sources, conferences and courses, and networks with other professionals.
Ensures awareness at all times of organizational objectives with respect to current and projected plans for provision of technological functionality to business users.
Works closely with the Team Manager and other members of the Case & Data Management team, the Information Technology (IT) team and outside vendors and service providers, when required, with respect to the administration, management and maintenance of system solutions used by PRD.
Provides expertise to team members in the understanding of PRD department workflow and business processes.
Leads team members in the identification, understanding and resolution of complex problems, and develops and shares expertise regarding IRIS, particularly with respect to its business administration functionality.
Regularly communicates with team members regarding systems issues, projects and initiatives.
Is a key contributor at team meetings, chairing meetings, facilitating needs identification, and promoting the effective use of information technology solutions to business processes and performance objectives.
Communicates to various business units and end users of changes to case management system solutions used by PRD due to business administration activities.
The requirement to maintain a high standard of commitment, ethics, respect, care in service delivery to clients (internal and/or external).
