Job Description

Reporting to the Manager of Investigation Services,

RentSafeTO – Apartment Building Standards The Stakeholder Engagement Lead provides overall senior level support for divisional communication plans and engagement initiatives in order to advance the goals and objectives of the Municipal Licensing & Standards Division.

Major Responsibilities:

- Implements detailed plans and recommends policies/procedures regarding program specific requirements.

- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.

- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.

- Works closely with divisional and corporate staff and leads a team of professional and/or support staff.

- Responds to contentious issues, plans and documents corrective action and implements preventative strategies.

- Leads the planning and design of public events for the Division (e.g. meetings, workshops, open houses, consultations).

- Assists with facilitating meetings, note taking, time monitoring as needed.

- Ensures that Division public consultation and outreach events meet City and Provincial AODA legislation and policies, and considers the diversity of populations and customers. Investigates language and cultural approaches, provides translated materials or arranges translators for public events as needed.

- Researches, develops and evaluates alternatives to current public consultation and community outreach practices and makes recommendations to Division

- Leads and guides the development of material and content for internal and external communications, including web-based platforms.

- Provides advice, guidance, research services, logistics support for public events (e.g. site locations and set-up).

- Coordinates completion of communication materials with vendor resources, client service management and other city division resources as applicable.

- Liaises with DCM and CM offices, I&T; and Strategic Communications to collaborate on the development of site pages, page layout, design and deployment as well as adherence to Provincial legislation and City policies and standards for privacy, security and communications.

- Prepares and evaluates procurement documents and collaborates with third party consultants related to research, consultation and preparation of communication materials.

- Leads Special Projects at the direction of the Director and or Manager of Investigation Services: RentSafeTO – Apartment Building Standards

- Liaises with the Manager, Investigation Services: RentSafeTO – Apartment Building Standards to resolve customer complaints or concerns regarding public consultation events.

- Develops and maintains excellent working relationships with Strategic Communications, Cluster B and other City to encourage collaboration and sharing of information.

- Develops KPIs to report on engagement trends. Identifies continuous improvement and best practices.

- Leads evaluation and testing of web-based tools for use by the unit to improve productivity, collaboration and work management.

- Develops and issues surveys in accordance with corporate requirements to gather public and internal staff input to gauge effectiveness of service delivery, customer support and staff engagement.

- Creative and communicative approaches to develop door to door tenant engagement process and delivery

- Analyzes survey results and prepares reports to publicize findings.

Key Qualifications:

- Post-secondary education in public administration, communications, journalism, marketing, or in a professional discipline pertinent to the job function or an equivalent combination of education and experience.

- Considerable project management experience including identifying project goals, scope, milestones and deliverables, monitoring/ tracking projects through completion and delivering short and long term initiatives.

- Considerable supervisory experience leading a team of staff to achieve work unit objectives by encouraging teamwork, coaching, mentoring, staff development while leading the team through complex initiatives.

- Considerable experience in developing, implementing, monitoring and evaluating social media and online communications strategies and plans.

- Considerable experience managing multiple and diverse projects and priorities in a detail and deadline oriented multi-stakeholder environment, with an ability to clearly articulate scope, goals, schedule, and cost and monitor to ensure completion on time and on budget.

- Experience in working with internal and external stakeholders and local communities such as City staff, councillors and other government representatives, community stakeholders and private sector clients while managing stakeholder expectations.

- Must possess a current valid Ontario Class "G" Driver's License with daily access to a reliable personal vehicle, along with the ability to obtain a City's drivers permit.

- Expertise with a wide array of software and Internet-related applications, and standards, including SharePoint CMS, HTML, Adobe and CSS; and proficiency with Microsoft.

- Technical competency in web communications practices, and with formal design/layout principles and graphic creation.

- Highly developed analytical, organizational, communication and interpersonal skills, with the ability to communicate (oral and written) with City Staff at every level, diverse interest groups and the public.

- Strong leadership skills with the ability to supervise project teams, providing focus and direction to ensure deadlines are met.

- Strong research and analytical skills, and ability to conceptualize and develop options and recommendations to support decision making.

- Highly developed interpersonal, oral, public speaking, collaboration, negotiation and conflict resolution skills.

- Highly developed written skills to prepare succinct and effective briefing notes, presentation and business cases.

- Highly developed critical thinking and decision-making skills.

- Proven political acumen, judgment, and insight.

- Ability to promote and foster teamwork as well as influence and mobilize internal and external staff and stakeholders to achieve desired results.

- Ability to deal effectively with the media, political staff, diverse community stakeholders and senior management. d projects on time and on budget.

- Excellent knowledge of web content management principles and tools.

- Understanding of Municipal and Provincial laws, City policies and standards for privacy, security, accessibility and communications.

- Knowledge of current municipal issues, regulations and evolving policy trends in the City affecting ML&S.;

- Knowledge of the Occupational Health & Safety Act and applicable regulations, Collective Agreement, related Labour Legislation, Human Rights Code, etc
