Job Description


1.1. Objective

The Department of National Defence (DND) has a requirement for Senior Computer Application Support specializing in Web technologies and the QualiWare scripting language (QCL) to support DND’s implementation of the QualiWare LifeCycle Manager (QLM) on multiple networks.

1.2. Background

The Director of Enterprise Architecture (DEA) is responsible for implementing, managing and maintaining the Department of National Defence /Canadian Forces (DND/CF) Enterprise Architecture Programme (DND EAP) to facilitate the development and capture of architectural information in a common format across DND/CF. In 2011, the requirement was competed and QualiWare Lifecycle Manager (QLM)

procured as the solution for enterprise architecture practitioners across all of DND/CF.

The DND has now implemented QLM on its corporate networks, including the configuration of the solution to incorporate the DND/CF Architecture Data Model (DADM) and the DND Architecture Framework (DNDAF), resulting in the DND’s QualiWare based Enterprise Architecture Software Solution (EASS). EASS allows enterprise architecture practitioners to create, develop, capture, share and reuse architectural information at an enterprise level.

Since 2011, the base product suite from QualiWare has undergone multiple revisions and DND currently completing its migration from version 5.4 to version 6.6. However, DND lags behind the current release, which is now QualiWareX (version 10). DEA is undertaking to “catch up” to QualiWare’s release cycle and implement the most recent version.

2.1. Scope of work

The Requirement is for ONE RESOURCE to provide computer applications support services needed to adapt the configuration of existing QLM implementation (v5.4 and v6.6) and the support the upgrade of DND’s full implementation to QualiWare to version X. Support services are required to move existing functionality that was developed specifically for DND, in QCL code, which form part of the current implementations (v5.4 & v6.6) into the new implementation (QualiWare X), as well as the build and configure the new implementation; while continuing to support existing client use of the current implementations.

2.2. Tasks

Duties of the resource include:

1. Building, testing and documenting new revisions of QLM in the Test and Development Centre (TDC);

2. Design new and assess existing infrastructure support for QLM;

3. Resolving advanced QualiWare application support issues;

4. Coordinating emerging QualiWare technology application specifications;

5. Solving complex end-user technical problems that more junior levels cannot resolve;

6. Serving as a user support liaison between vendors, information systems technicians, and end-user departments;

7. Emulating or reproducing technical problems encountered by users for ticket documentation;

8. Providing business systems, network and Internet support to users in response to identified difficulties;

9. Contributing to a problems and solutions log for use by others; and

10. Updating the DND Common QualiWare HTML profile.

Requirements :

M1 Must clearly demonstrate a minimum of three (3) years’ experience within the past 10 years with web content management and publishing

M2 Must clearly demonstrate a minimum of three (3) years’ experience with TeamSite/Autonomy web publishing software.

M3 Must have obtained QualiWare Command Language (QCL) – Advanced level certification within last 5 years (certificate to be included).

M4 Must clearly demonstrate experience with installing and configuring QLM V5.4, v6.6 and vX in a Networked Environment.
