Job Description

This posting is for 1 temporary, full-time position for up to 12 months

As the Employee Advisor, within the Workforce Planning and Development Branch of Human Resources Department, you will be supporting the attraction and retention of employees and the achievement of the County's strategic goals by designing and implementing talent management strategies.



You will support the design, development, implementation, revision and evaluation of the talent management programs, practices,

and systems such as orientation and onboarding , employee recognition events, corporate training, employee engagement process, initiatives deriving from the People Plan etc.



Responsibilities



Assist in creating, implementing, improving and sustaining talent management strategies that build organizational skills and engagement

Use a highly consultative approach to diagnose, develop options and make recommendations based on thorough research of leading practices and a strong understanding of the County's current and desired culture, needs and priorities

Identify training priorities, delivery methods, monitoring activities and evaluation metrics that support employee performance, engagement and skill development

Provide internal consultation, advice, coaching, facilitation and presentations to assist employee leaders in identifying and achieving learning and development needs, told and approaches

Provide mentorship to employees, including within the branch, who are taking on unfamiliar or stretch roles that support workforce planning and development branch initiatives

Contribute to the development of communication and evaluation strategies to inform and engage both senior leaders and employees about talent management strategies



Skills and Abilities



Strong communication, facilitation, presentation and interpersonal skills

Ability to think strategically to develop and implement initiatives that build organizational skill and engagement

Ability to successfully manage concurrent multiple projects, manage timelines and resources

Ability to develop project plans that consider communication, change management, implementation and evaluation elements

Demonstrated ease in establishing and maintaining collaborative working relationships with all levels across the organization

Ability to be proactive, flexible, and independent while also working in a team

Strong analytical skills along with the ability to understand the public sector environment

Strong understanding of the public participation and engagement process (IAP2) is an asset

Ability to lift and move program materials occasionally for various employee events



Qualifications



Undergraduate degree/diploma in management, business, education, organization development, industrial psychology or a related area

Minimum three to five years of combined experience as a Human Resources generalist/specialist with progressively increasing knowledge, experience and responsibility in the field of organizational development

Experience in organizational development, leadership development, performance management, succession management, recognition, orientation and retention and learning and development

Current certification as a Human Resource Professional (CPHR) is desirable

Experience in positively influencing and serving others to help them achieve their work effectively
