To help achieve our business plans, Bruce Power currently has an opportunity for a Program Manager, Projects within the Projects and Field Services Division .

More than one position may be required.

Position Overview:

- The Program Manager, Projects is organized, passionate and goal-oriented who understands what projects have in common, and their strategic role in how organizations succeed, learn and change.

- Program Managers, Projects cultivate the people skills needed to develop trust and communication among all of a project's stakeholders: its sponsors, those who will make use of the project's results, those who command the resources needed, and the project team members.
- They have a broad and flexible toolkit of techniques, resolving complex, interdependent activities into tasks and sub-tasks that are documented, monitored and controlled. They adapt their approach to the context and constraints of each project, knowing that no "one size" can fit all the variety of projects. And they are always improving their own and their teams' skills through lessons-learned reviews at project completion.

Key Responsibility Areas:

Program/Project Planning, Monitoring & Reporting

- Directs the efforts of Project Managers and or integrated project team members in the delivery of their assigned missions and holds such accountability for the entire program or project lifecycle from inception to closeout.
- Maintains compliance with four pillars of nuclear safety (Reactor, Industrial, Radiological, and Environmental) and upholds Bruce Power’s Safety First - Our Number One Value.
- Complies with and oversees execution of the policies, processes, and procedures in the management system that governs projects/program delivery and ensures execution is efficient and effective. Directs Project Managers and/or the integrated project team (IPT) members in their execution of project delivery processes and reporting systems to ensure consistent, effective high-quality program/project management through each phase of the program/project lifecycle.
- Ensures scope, design basis and project/program objectives are defined, best practices/lessons learned reviewed and incorporated into schedules, budgets, specific project procedures and plans are established, including a Contracting & Procurement Strategy. Obtains concurrence by the members of the program/project team, functional managers and the Customer.
- Ensures with the program/project team the development, communication, implementation, update and continual use of the Project Management Plan (PMP). Reviews and approves project control systems which measure progress/performance, provide early warning of deviations from the PMP, and identify corrective actions to be taken.
- Coordinates and resolves program/project issues to minimize impacts on project schedule, cost and budget. Monitors projects to assure they are completed within guidelines and objectives
- Accountable to make senior management aware of issues, risks, threats, and opportunities to the performance of the program/project.
- Evaluates project/program status against established milestones and objectives by analyzing information presented. Measures performance, and takes the necessary corrective actions to maintain agreed upon schedule and cost.
- Supports the Project Managers and the IPT members in resolving challenges (i.e. conflicts with contractors on workflow/priorities/quality; negotiating with union officials and/or regulatory bodies on staff/work related problems; violations of legislated or regulatory processes) that challenge the successful execution of work. Listens and responds appropriately to concerns, and develops refined solutions that become process improvements.
- Reviews major plans and decisions that affect long- and short-term courses of action for assigned projects and/or programs.
- Stays knowledgeable of decisions dealing with compromises and changes in project/program objectives.
- Reviews project/program deliverables and recommend their passage to the next phase of the program lifecycle using established processes for making major decisions for projects/programs.
- Provides counsel to Project Managers and members of the IPT, in highly technical and complex project/program management theory, practices, and methodologies to support successful project execution.
- Monitors and controls all contractual commitments to ensure that all work is being performed in accordance with the specifications, drawings and terms of the contract, that change orders and claims are processed in a timely manner. Implements and maintains a change management control system.
- Reviews and approves or submits for approval (per authority level) all major purchase orders, contracts, and sub-contracts, and approves critical changes to same
- Interfaces regularly with the customer and stakeholders throughout the project/program lifecycle in order to ensure execution is in line with commitments and expectations.
- Participates in Project Delivery Organizations or Company decisions affecting long- and short-range courses of action for assigned programs.
- Reviews and analyzes cost reports to assure charges are authorized and appropriate; identifies authorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges.
- Documents all turnover and closeout activities and obtains Customer's final acceptance of the project/program.
- Oversees the Document Control and Records Management function. Coordinates the project/program related documentation, records and electronic files in accordance with BP standards and procedures at the end of the project, as appropriate.

Integration and Alignment Other with Departments and Bruce Power Divisions

- Collaborates and coordinates efforts, with Bruce Power section/department managers, to ensure project teams receive the necessary support from technical and non-technical disciplines and to ensure that their work priorities are aligned and integrated with program and project team requirements, schedules and budgets.
- Program Manager, Projects work with other senior managers to set overall strategy and objectives for the programs/projects.
- Reviews and ensures quality of the Risk Registers and Mitigation Plans. Has responsibility to ensure all changes are captured, logged, and dispositioned.
- Directs and integrates all functions (i.e., planning, design, engineering, construction, contracting, procurement etc.), sponsor/customer needs, and PMC commitments in support of assigned projects/program, into a comprehensive project management plan. Within this plan, integrates schedules and criteria and establishes project scope and criteria, schedules and milestones, budgets, dependencies, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
- Coordinates activities concerned with technical developments, scheduling, and resolving construction, engineering design and test problems. Provides documented evidence that applicable engineering, construction, quality program requirements are being met.
- Anticipates problems and proactively consults with other middle managers in identifying issues that may hinder the success of a program/project. Develops strategies and presents solutions to affected client groups such as station management, regulators, union officials and others.
- Builds strong cross-functional work relationships with other Bruce Power departments (e.g., Finance, Design Engineering, Supply Chain, Operations, Maintenance, Work Management, Environment, Health & Safety, HR, and others) in identifying opportunities for improvement and removing emergent challenges that may prevent the achievement of a key project milestone or deliverable thus ensuring quality delivery of programs and projects
- Represents the company in matters of program and project delivery as required at meetings, briefings, conferences, with external authorities as requested.
- Establishes program/project communication plans to ensure related projects are communicating effectively through periodic project and Customer meetings. Customers, stakeholders, other Bruce Power departments are kept abreast of program/project performance to promote and facilitate communication, review progress/performance, discuss issues and facilitate problem resolution.
- Develops and delivers written reports and formal presentations to the customer, colleagues, unions, and regulators, on relevant matters specific to the program/projects assigned and offers thoughtful responses to questions and concerns.

Planning & Staff Leadership

- Evaluates workload projections and staffing requirements specific to program/project needs. Assigns tasks to Project Managers and/or the IPT members within the program team and renders necessary technical assistance to assure compliance with program/project budget, criteria, deadlines, and mission accomplishment.
- Establishes work priorities for the project teams and manages the allocation of limited resources, in consultation with Bruce Power managers.
- Manages contracted resources to ensure the contractor provides quality services and/or qualified personnel.
- Develops goals, objectives for the project managers and the members of the IPT and ensures they are properly implemented and integrated with other departments. Monitors and evaluates the success of the deliverables within the IPTs to ensure that the deliverables of team members are in keeping with the agreed performance goals and plans.
- Ensures consistency across their program of projects, reflective of acceptable, but ever-improving quality.
- Guides and coaches staff on how to proceed when problems are encountered to ensure that they are resolved promptly and that decisions and initiatives are in line with divisional goals and strategies.
- Supports a work environment characterized by innovation, creativity, teamwork, transparency, integrity, and respect and works to develop processes that produce consistent, high-quality project outcomes. Promotes a learning environment, continuous improvement and performance improvement and works with the project teams in fostering and enabling this culture. Actively uses lessons learned to improve project performance.
- Attracts talent that supports innovation in Program/Project Management. Approves or requests IPT staffing and training to ensure projects/programs can be appropriately executed with needed resources and that employees have access to relevant tools and resources.
- Attracts, develops, mentors, manages and retains qualified high-performance persons. Ensure project staff receives regular performance and developmental feedback, and that their functional manager is apprised of this feedback at regular intervals, and especially during the formal Performance Management review process. Executes individual performance management and performance improvement plans as necessary.
- Assists in the training of new Project Manager and other project personnel in key positions through both formal training courses and on-the-job training. Establishes a plan to provide training opportunities for project personnel.

Skills and Knowledge

- Knowledge of CSA N286-05 - Canadian Standard Association’s Management Systems Requirements for Nuclear Power Plants.
- Knowledge of relevant Environmental & H&S; legislation
- Knowledge of constructability reviews, construction methods, contingency planning; value-added techniques
- Knowledge of management systems and procedures of highly technical disciplines
- Knowledge of project controls, in particular Earned Value Management Techniques, Project Risk Management, Change Management
- Persuasive, credible, and polished communicator with excellent interpersonal and multidisciplinary project skills.
- A team player, who can interrelate and operate effectively with peers and other associates within a collegial, yet demanding, work environment
- An individual who is able to handle a variety of constituencies, juggle multiple tasks simultaneously and thrive in a complex environment with multiple priorities.
- Solid knowledge of the different disciplines and the various functional areas within Bruce Power in order to effectively manage, influence and control the multi-disciplined teams in the successful delivery of the programs.

Education/Experience

- A university degree in engineering, science, project management, or business administration.
- A minimum of 8 years of experience as a mid to senior-level Project Manager, with at least 5 years of running complex projects in a safety-critical or regulated environment such as on a nuclear licensed site.
- Demonstrable record of project management and leadership skills on a high value capital construction programs/projects within the expected scope, quality, schedule, and budget. Experience (may be from more than one project) must span the entire program or project lifecycle from inception to closeout.
- Certification by the Project Management Institute (PMI) as a Project or Program Management Professional (PMP, PgMP) and/or demonstrated familiarity with the PMI Project Management Body of Knowledge (PMBOK®).
